Job Description and Duties

Under general direction of the Chief, Office of Corridor & System Planning (OCSP), a Supervising Transportation Planner, the Senior  Transportation Planner serves as the System Planning Branch Chief which leads the identification of community, transit, bicycle, pedestrian,  climate, freight, planning for operations, and roadway needs on the state highway system. The incumbent assists in the development and  implementation of performance-based planning studies that identify current and future deficiencies on the state highway system. With staff  support, the incumbent creates needed workflows, guidance, or tools that can enhance system planning efforts statewide; works closely with  the Chief to ensure the OCSP, Modal Offices, Divisions, and Districts are in continuous communication, cooperation, and knowledge sharing;  manages and organizes staff workload assignments, personnel hiring, staff training, database filing systems, contracts, internal / external  meetings, documents and legislation analysis; provides support to other Senior Transportation Planner assignments as required by the Office  Chief; and ensures planning level solutions are aligned with the Governor's Executive Orders, California Action Plan for Transportation  Infrastructure (CAPTI), California Transportation Plan (CTP), Caltrans Strategic Plan, and other relevant policies related to transportation  planning.

Working Conditions

Position located at 1120 N Street, Sacramento,  Sacramento County.

Multiple positions may be filled from this recruitment.

The incumbent works in front of a dual-monitor computer system under artificial light in an office setting with long periods of  working in a sitting or standing position.

This position may be eligible for telework.The amount of telework is at the discretion of the Department and based on Caltrans’s current telework policy. While Caltrans supports telework, in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises. The selected candidate may be required to conduct business travel on behalf of the Department or commute to the headquartered location. Business travel reimbursements considers an employee’s designated Headquarters Location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


Knowledge of all phases of the transportation planning process. Knowledge of the Department's mission, visions, goals, organization, policies,  and procedures; Federal and State laws and regulations; concepts and terminology relating to transportation planning; and techniques of  selecting and managing outside consultants. The ability to effectively communicate (oral and written) with management, technical, and nontechnical  personnel. Knowledge of system and corridor planning, project development, and programming processes. Ability to develop office  programs and supporting activities; analyze, interpret and apply analytical techniques; work independently and as a core member on complex  planning projects; and work with computer applications and databases.
