If you enjoy a fast-paced position conducting outdoor inspections at cannabis cultivation sites throughout the state, this may be the position for you! The State Water Resources Control Board’s Office of Enforcement is looking for an Environmental Scientist (ES) to join the Cannabis Enforcement Unit. This position is eligible for a hybrid work schedule and is based at 801 K Street, 23 rd Floor, Sacramento, in the heart of downtown, next to light rail stations and other public transportation.

The Environmental Scientist in the Cannabis Enforcement Unit conducts inspections and investigations at cannabis cultivation sites statewide. The ES evaluates compliance with statewide regulations and facilitates enforcement actions pursuant to the California Water Code . In this role, the ES uses a variety of investigative techniques and research tools including Geographic Information System ( GIS), LandVision, Google Maps, and the California Integrated Water Quality System (CIWQS) to produce formal and informal actions. In addition, the ES develops and coordinates clean-up and abatement efforts between the State Water Board, Regional Water Board, state and local partner agencies, and the property owner/responsible party.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge of, or experience with, California Water Code; Cannabis General Order; construction and stormwater regulation, permitting, and/or enforcement; water quality regulation and/or enforcement; and/or water rights regulation and/or enforcement.
  • Knowledge of, or experience in, permitting and/or regulatory compliance.
  • Knowledge of, or experience in, conducting regulatory inspections and/or development of informal and/or formal enforcement actions.
  • Knowledge of, or experience in, engineering standards and/or practices including grading, slope stabilization, road design and construction, site assessment and evaluation, road drainage, and adequacy of design.  
  • Knowledge of, or experience in, cannabis regulation and permitting and in principles and methods of cannabis cultivation and/or agronomy.
  • Knowledge of, or experience in, identification and delineation of wetlands, and restoration of wetlands, riparian areas, and/or watercourses.  
  • Ability to maintain composure in fast-paced and/or adversarial situations.
  • Ability to provide expert testimony, presentations, trainings, and/or speak in public.
  • Knowledge of, or experience in, data analysis, databases, GIS, and Microsoft Suite (including Microsoft Office, Word, Excel, and Power Point).
  • Ability to work both in a team environment and independently; effective communication skills (including the ability to interact with all levels of staff, management, and the public); and good organizational and interpersonal skills.

Statement of Qualifications

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than two (2) pages in length, using 12 point Arial Font , and normal margins.

The Environmental Scientist in the Cannabis Enforcement Unit is responsible for enforcement of the California Water Code at cannabis cultivation sites throughout the state. To accomplish this, the incumbent regularly conducts regulatory inspections and coordinates formal (orders & complaints) and informal (notices) actions with partnering agencies. In two pages or less, please describe your knowledge and/or experience as it relates to this position while also addressing any and all of the desired qualifications that you may possess.
